A new Code of Governance tailored to for-profit registered providers has been published by the British Property Federation.
We would like to invite you to a free webinar which will explore the ideas behind the code, its content (including how it compares with others), and the practicalities of adoption.
Speakers will include Rob Beiley, Partner at Trowers & Hamlins, and Chair of the BPF Affordable Housing Committee, and Greg Campbell and Ceri Victory-Rowe from Campbell Tickell, authors of the code.
Who should attend?
The webinar is intended to be of interest to Chairs and CEOs of FPRPs, people tasked with leading on an FPRP’s governance, or simply interested in registering a FPRP – but others are welcome to register.

Ceri Victory-RoweDirector, Campbell Tickell
Ceri specialises in governance and regulation and her work with Campbell Tickell spans the social housing, charity, public and private sectors.
As well as providing extensive support and advice to individual organisations, Ceri carries out sector-wide assignments: for example, recently co-writing the NHF’s Code of Governance 2020, and supporting Welsh Government to design new regulatory standards for the Welsh social housing sector. Clients tell Ceri they welcome the clear-sightedness and supportive challenge she brings to her work with them.
Immediately prior to joining CT (initially as an associate consultant) she was a consultant with PwC, supporting clients with projects such as local government re-organisation, operating model transformation, contract management and process redesign. Before this Ceri held roles in housing associations, local authorities, the Housing Corporation, and a university. She has extensive experience as a non-executive director including having been previously Vice-Chair of a housing association, Chair of a small homelessness charity and a member of the Regulatory Board for Wales (which oversees the regulation of Welsh housing associations).
She holds an MA(Oxon) in English Language and Literature and an MSc in Housing Practice (with distinction) and is a Fellow of the Chartered Institute of Housing (FCIH).

Greg CampbellPartner, Campbell Tickell
Greg is a strategic management consultant and Campbell Tickell Partner. A consultant for over 20 years, he has worked directly with more than 500 organisations across the UK and Ireland, and beyond. He has extensive national networks and is a frequent speaker on the operating environment and corporate strategy.
He has led governance and strategy reviews for councils, housing associations, care providers, sports and leisure trusts and charities. He has advised the government housing regulators for England and Ireland on regulation matters, and led CT’s work with the Irish housing regulator under the previous regulatory regime to develop all three branches of regulation: finance, governance, and service performance. He has led troubleshooting and service improvement assignments for a range of councils, housing associations, care providers and charities. These have included advising on governance and associated matters for a number of organisations dealing with regulatory matters. He has overseen numerous investigations into serious matters at housing associations, in England, Scotland, Wales and the Republic of Ireland, frequently with the involvement of the respective regulators. He has also written a code of governance for football clubs.
He has worked on mergers, including identifying potential partners, brokering deals, and project managing merger processes and due diligence. He has advised on business development projects for both non-profit and commercial organisations, including market analysis, service design, and branding, and tender reviews.
He has project managed and advised on numerous procurement and contracting exercises. His work has covered everything from contract strategy, through soft market testing, to tender evaluation and post-tender negotiation. He has advised on PFI contracts, and has initiated and overseen various joint procurement initiatives. He formerly advised the English Local Government Employers on TUPE and on pensions in service contracting.
Greg has a broad-ranging background in HR and recruitment, over 25 years, and has undertaken numerous search and selection exercises, particularly for Chief Executives, Finance Directors and Board Chairs. He has moreover been the external advisor for the selection of Boards and Executive Teams in a merger context.
Greg is a Chartered Member of the Chartered Institute of Housing. He has been a non-executive board member of two housing associations, and a housing development consultancy. He is now a director of the property adviser to a social impact investor, Funding Affordable Homes.

Rob BeileyPartner, Trowers & Hamlins
Rob has over 20 years’ experience advising housing associations, local authorities, developers and institutional investors on a broad range of housing related matters.
With a deep rooted commitment to the housing association and local authority sectors, Rob is known as a trusted advisor to a number of leading providers in the sector.
For housing associations, Rob advises on corporate governance issues, including matters concerning engagement with the Regulator, group structures (including housing association mergers and restructures) and participation in trading companies and joint ventures.
For local authorities, Rob advises on the establishment of housing companies, council housing finance matters, housing development, ALMOs, shared services and other structures to facilitate housing investment) and on broader issues associated with different delivery mechanisms for housing (including joint ventures), as well as advising the local authority sector on social enterprise models and their promotion of and participation in charitable entities. More recently Rob has advised a number of the leading new entrants to the affordable housing sector, including advising Legal & General and Residential Secure Income plc on the registration of their For Profit Registered Providers.
Rob is a board member of the Housing & Finance Institute, a government supported body that promotes housing supply and is a regular contributor to leading trade journal Inside Housing.
Rob has featured as an “expert” on BBC Radio 4 on the role of Councils in delivering multi tenure housing developments and the rise of the local authority housing company concept.
