
18 Mar: Future of Older People’s Housing: how do we develop the housing needed?
Overview
In the UK, nearly 11 million people (19% of the population) are aged 65 and over. This will rise to 22% (almost 13 million) within a decade.
By 2051, the social and ethnic minority population aged 65+ in England and Wales is projected to increase five-fold to 3.8 million, with 2.7 million from non-white backgrounds. This growth is particularly significant in London with its significant diverse population make-up.
To highlight the pressures on housing demand, delivery, and demographics, a solution-oriented discussion is proposed.
This webinar will explore the ways in which older person’s housing challenges and opportunities can be addressed, outlining key challenges and how they can be met. This will draw on evidence APPG on Housing and Care for Older People’s recent taskforce report and Ministerial Statement, as well as hearing directly from registered providers, local authority and government departments, working in this area.
Key areas of focus:
- Supply: How can we increase the supply and number of providers engaged in the delivery of new affordable older persons housing and protect existing stock?
- Partners for delivery: How can we engage the Government and other stakeholders most effectively to deliver what is needed?
- The next steps: What levers can jump start the delivery process?

Abdul A RavatAbbeyfield Living Society & Chair of the NHF’s Older Person Housing Group
Abdul has over 30 years of housing knowledge and practice of deploying funds through public/private investment models in procuring affordable housing, sustaining places, and delivering social and economic impact. Experience in governance, regulation, compliance and assurance within local government, charity, cricket and third sector environment. In previous roles with the Housing Corporation / Homes & Communities Agency he was responsible for coordinating and representing to boards on regulatory engagement, assessment of performance and investment delivery.
Considerable Non-Executive Director experience – Deputy Chair of Manningham HA and Chair of Firebird Development subsidiary, member of Unity Homes & Enterprise (managing homes and 52,000 sq. ft. of commercial workspaces on 3 sites, involving 50 businesses employing 800 people), Johnnie Johnson Housing Trust who merged into Sanctuary.
He currently sits on the board of InCommunities with a stock of 22,000 homes in Bradford, and other parts of Yorkshire and Funding Affordable Homes Housing Association which is ‘for profit’ provider that supports the sector to increase affordable housing supply, deliver positive social value and provide stable and progressive returns to investors.
He is a member of the NHF’s Delivering Great Homes and Chair of the Older Person’s Housing Group, shaping funding and policy solutions with government and sector, as well as an Executive Member of BME National, representing the interests of BAME HAs which collectively own and manage 66,000 homes. Abdul is a member of The Housing & Ageing Alliance and MCB’s Research & Documentation Committee and co-produced numerous research articles, and co-authored study entitled ‘Mortgage Rescue – Meeting the Requirements of Special Needs Groups’.

Carolyn SimsDirector of Lending, Charity Bank
Carolyn is Director of Lending at Charity Bank. She joined Charity Bank in 2005 having previously worked for a European Bank in the city, where she established and managed their social housing loan book, growing it to over £1bn. Carolyn is a trustee of two Almshouses and a Director of Almshouse Consortium Ltd. She is Chair of Postcode Lottery Innovation Trust as well Maidstone Grammar School for Girls Development Trust.

Juliet DukeService Manager, Older People – Extra Care, Leeds City Council
Juliet is the Service Manager for Extra Care at Leeds City Council. She has worked for the council and their former Arms Length Management Organisation’s since 2001 and for much of this time managed their 4000 units of sheltered housing, under her leadership this was rebranded as Retirement LIFE (Living in a Friendly Environment) in 2017. Leeds City Council owns and manages three Extra Care schemes, with a 4th in the pipeline. Juliet has been directly involved in the design, build and management of two of the existing schemes and of the 4th scheme. Juliet also sits on the Allocations Panel for the Housing Leeds schemes plus a number of other Extra Care provider schemes in Leeds.

Mandy SawyerHead of Housing and Neighbourhood Services, Leeds City Council
Mandy is a Head of Service at Housing Leeds, overseeing a number of operational and strategic functions relating to Leeds City Council’s management of 53000 Council homes. Leeds has a large portfolio of specialist older persons housing including sheltered and extra care housing which is overseen by Mandy and the local authority remains committed to continued investment in the provision of high quality homes with support in order to help older Leeds residents to remain independent and active. As a large local authority landlord there have been a number of challenges over recent years but equally there have been some great opportunities to deliver some really exciting developments.
