Francesca’s work focuses on governance and regulation in Housing Associations and Local Government.

Francesca previously worked for CT leading our research team and has contributed to a wide range of projects relating to good governance including supporting board and governance effectiveness reviews, and skills audits. Her work in regulation, in particular the consumer standards, include policy development, stakeholder engagement, survey and focus group research and meeting observations. She brings skills and experience around customer insight, engagement and policy development from her previous role as an Insight Manager for a housing association.

She holds an MSc (distinction) in Public Policy and Management and is a member of the Charted Institute of Housing.
