We have a network of over 150 highly experienced associate consultants. They bring a wide range of strategic and technical skills, together with high level track records in different sectors, including central government, local government, social housing, care and support, charities and the commercial sector, and in different parts of the country. Our Associates are engaged either on a project by project basis or on a longer term basis when required.

We believe that our extensive network of high level contacts is second to none in the sectors in which we work. We make a point of ‘knowing who is out there’, and are able to engage directly with leading individuals. We are in regular contact with a considerable number of senior individuals and our networks include many more who are available for consultancy assignments, and interim management roles.

Alistair Sharpe Neal  95Alistair Sharpe-Neal has worked as a consultant in the social housing sector since 2003. He has worked on an options appraisal for Tower Hamlets Council and supported the executive teams of three ALMOs in launching or preparing their organisations for inspection.

Amanda Leonard 95

Amanda has an exceptional multi-functional track record. A career at Board level spanning 20 years, working in commercial, marketing, business development, operations and HR in addition to considerable merger, acquisition and disposal experience. Working across UK, USA, Europe and Global markets in fast-paced consumer, contract based business. This is coupled with not for profit sector - housing, telecare and care and support executive board level.

Andrew Heywood is a specialist in housing and mortgage markets, regulation, governance and European issues, with significant networks within the housing and mortgage sectors including lenders, politicians and officials in the UK government, the regulatory authorities and Europe.


Annelie has developed a particular specialism in working with housing co-operatives and tenant management organisations. She has worked in social housing for over 10 years and is experienced in governance, change management, organisational development, strategy, housing management and asset management.  She is Chair of Cowley RMO, a tenant management organisation in Lambeth where she has been involved for over a decade.

bill-barkworthBill is a specialist human resources and recruitment consultant with over 25 years within the executive and non-executive recruitment field. Bill’s current role includes recruitment for senior management, executive and non-executive roles where he manages and delivers the complete recruitment process including board appraisal and assessment, job evaluation, salary and reward reviews – including benchmarking advice and recommendations, competency modelling and competency based interview and job hunting training, outplacement advice and career counselling.

Caroline Wilson 95

Caroline has 25 years in the housing sector focusing on governance, corporate management, business management, business planning, property management, care and support, business development and regulation.  She is the current Chair of RICS Audit Committee. Caroline is a Trustee and Company Secretary of charity The Young Persons Concert Foundation.

Cath Davies 95

Cath Davies has worked in social housing for 30 years. She specialises in rent income collection, welfare reform, performance management and business improvement.


Chris has worked with social housing since 1982. He has a significant background in policy development, negotiation and representation at regional and national levels as Regional Manager for the National Housing Federation. His experience covers stock option and transfers, strategy development, tenant/staff surveys and system reviews.  He is currently Vice Chair of Age Concern Hereford and Worcester and board member of Adullam HA.

colin-sheriffColin has over 25 years experience at Executive level in housing associations.  He has undertaken a number of excutive interim roles, including CEO. He has been a non-executive Chair and Board member for a number of organisations in the housing, care and education sectors.

Colin Wiles 95 xColin has almost forty years’ experience in the sector, working for local authorities and large and small housing associations, including Camden, Cambridge, Circle 33 and Hundred Houses Society. Between 2002 and 2010 Colin was Chief Executive of King Street Housing Society in Cambridge.


Conor is a qualified accountant and senior professional with over 15 years’ director-level experience in housing finance, development, joint ventures and relationships with lenders. Conor has a track record in turning around and managing finance teams and of building strong relationships with internal customers and external stakeholders.  He has held various non-executive positions over the years.

daphne-inghamDaphne has 20 years’ senior national experience in business development, strategy and growth in housing, care and support, and health. A CT Associate Consultant since 2010, she has up-to-date knowledge of markets and trends. She works across diverse service models, client groups and partnerships, and maintains wide networks of contacts.

David Coleman

David is a health and safety specialist with extensive knowledge and experience in the care and support, housing, local authority and education sectors.   He delivers a wide range of training including basic health and safety, fire safety, manual handling and risk assessment and develops management systems, policy and procedure reviews.  David is a member of the Institution of Occupational Safety and Health and the Institute of Fire Safety Managers.

male-silhouetteDavid Hall, (BA Hons, CPFA) has worked in the local government and housing sectors for around 30 years and is a leading specialist in social housing finance. He is an economics graduate who, after working and qualifying as an accountant in local government, moved into consultancy in 1990 and worked for Chapman Hendy Associates, HACAS, Tribal and Sector – the latter two in a Director role - before becoming freelance in 2013.


David, who is a graduate of the Harvard Business School, began his career in local government where he qualified as an accountant before joining Orbit Group in 1977 as finance director. He became chief executive four years later at the age of 32.

david-mynorsA former IT Director with considerable public and private sector experience and expertise in IT strategy and contingency planning. David has also advised on developing contact / customer service centres and IT procurement.


Graham has extensive experience in advising and supporting organisations and businesses in their financial stewardship, governance and secretarial, commercial management, and in undertaking substantive transactions.

Helen Muir 95Helen has worked in social housing for over twenty-five years.  She is an affordable home ownership specialist with extensive experience in the fields of leasehold management, for both Right to Buy and shared ownership, service charges, sales and marketing and private sector lettings.

ibi-esoIbi Eso is an experienced company secretary with a solid track record in governance consulting in housing, public and private sectors. Qualified as a lawyer and as a Chartered Secretary, she has been a governance consultant and interim manager over the past six years.


Iftikhar is a customer services specialist with a wealth of experience in both private and public sectors. He has particularly focused on local authorities and housing associations over the past 12 years.  His skill base includes business strategy and consulting, programme and project management, organisational change/transformation, and business process re-engineering.  

irene-bannon20 years’ experience in the sector and a strong reputation for creating dynamic, successful and innovative businesses that deliver excellent customer service and high performance. Extensive experience of strategy and policy development, change management, service improvement and project set-up developed in G15 associations.

Jane Taylor 95

Jane is a wide-ranging management consultant who specialises in project and programme management, corporate governance, performance improvement, risk management, partnership working and business development.  She has been working with Campbell Tickell as a consultant since 2013 on projects such as mergers, appraisals and strategic options reviews. Her specialist areas include housing, social care, sports and leisure.

Jill Woolf 95Jill is a senior communications associate covering strategy/planning, stakeholder surveys, corporate literature, crisis management, internal communications, websites/intranets and event management.

joanna-daveyJoanna Davey is a highly experienced consultant and facilitor, delivering services for CT to a wide range of public sector and not-for-profit organisations in the South West, including housing associations. 


Over the past 20 years, Jonathan has held various roles within the housing and care sectors.  He has extensive experience of managing housing and maintenance services.  He is a skilled communicator who, through the development of innovative learning and communication tools, has succeeded in delivering successful change at organisation-wide and individual levels.  

julia-greenwoodJulia has worked in social housing for nearly 30 years and is a leading expert in the field of Leasehold Management, both for Right to Buy and Shared Ownership.  She has a background in housing law and legal training and extensive leasehold management project management experience with a number large of RSLs in London and the South East.

karen-pattenKaren is an experienced researcher and senior manager within the care and housing support sector. She has worked for a variety of small voluntary agencies, large national housing associations and local authorities throughout her career and has been fully engaged in and lead on the procurement and commissioning of Care, Supporting People services, Vocational and Community services, both as commissioner and provider of services. 


Katy is a senior associate consultant with Campbell Tickell with expertise in human resources and organisational development. She has more than 20 years’ experience of providing HR leadership in not-for-profit organisations, including in the social and supported housing sectors.  She has considerable experience of advising Chief Executives, Executive Teams, Chairs and Boards and is herself a Trustee.


Kay is a qualified housing professional who has worked for many years at executive level, including in housing associations, local authorities and at the housing regulator.

keith-carterKeith Carter specialises in asset management and development. He has been a consultant and interim manager for the past five years. He has recently been working part time for a medium-sized maintenance contractor advising on performance issues.

keith-lindupKeith Lindup has more than 30 years’ experience in the housing sector, working in consultancy, local government, ALMOs and housing associations and also on the contracting side, providing him with an insight to all areas.


Keith is a wide-ranging senior manager and troubleshooter. He has served as interim Chief Executive and Director in a number of housing associations, ALMOs and councils. His specialist areas include asset management, performance improvement, staff leadership, governance and mergers. He has served as a Board member of two housing associations and a trustee of several charities.

kelly-shawKelly has a 16-year track record of working in executive and non-executive recruitment. Specialising across a range of sectors to include public, private, health and not-for-profit, Kelly began her recruitment career with KPMG where she spent six years in Executive Resourcing.


Liz is a governance consultant and executive coach with broad strategic skills. Her experience includes governance appraisals and review, recruitment, Board training and facilitating awaydays. She has worked in housing for over 30 years, including as Director of Policy at the National Housing Federation. Liz was Chair of Orbit Group from 2007 to 2013.


Liz is a highly experienced Chartered Accountant and a specialist in risk management and business assurance. She is an acknowledged expert on the design and implementation of review frameworks to monitor compliance with complex regulatory regimes. Liz has spent the last 12 years working as a consultant, specialising in financial processes, systems and controls and developing pragmatic, risk-based action plans to address problems identified.

Mandy Samrai 95

Mandy is a merger and transformation professional with over 22 years’ experience in the public sector who supports Executive Teams to deliver complex strategic change and business transformation.  She is a confident leader who is highly skilled at working with individuals and groups to implement change, improve communication and increase performance. 


Manjul Shah is an independent housing and regeneration consultant and has been an Associate Consultant since November 2011.  Manjul has over 18 years’ experience in dealing with housing strategy, development and finance.

Mark combines a powerful mix of commercial, technical and people skills that have enabled him to deliver outcomes that add true value to the organisations with whom he has worked.

He is recognised nationally as one of the most experienced and influential Local Government Directors in both Housing and Social Care. He is a national authority on Social Housing and in particular the interface between Housing, Health and Social Care. 

mary-hopeMary has over 25 years experience in HR management. She is a fellow of CIPD and has experience in both the private sector and public sectors. Mary is a qualified psychometric tester, executive coach and trainer.

Michele Williamson 95Organisational development and personal growth are the key outcomes of Michele’s work as a coaching and organisational psychologist and human resources consultant.  In recent years much of her work has been associated with the social housing sector.

Mike Ward 95Mike has specialised in housing development and business growth in the social housing sector for more than 20 years. Before moving into the not-for-profit world, he spent 13 years in residential property in the private sector during which time he ran agency offices for Prudential and Woolwich Property Services.

Rachel’s expertise ranges from frontline housing management across all aspects of customer services, performance and financial management. She has strong experience of policy and service standards development, quality assurance and process mapping She is a particular specialist in choice-based lettings systems, and allocations.


Rajul is a property development professional with over 25 years in the housing sector. He offers a specialist land and site-finding service and, together with his accounting background, has helped several major housing associations develop and expand into new areas. Rajul purchased the first Private Sale Scheme for Notting Hill Housing Trust, which became the springboard for launching ‘Notting Hill London’.

Richard Broomfield 95

Richard is a qualified town planner, and has worked in the property field for some 30 years, including serving as Director of Development for three substantial housing associations.  He is a highly experienced development professional who has delivered a wide range of programmes for housing associations and local authorities, including procurement and planning, property management, development training and has undertaken research for the National Housing Federation and the Homes & Communities Agency.

Roger Maddams 95

Roger is a Finance Director with 25 years’ post-qualification experience in the commercial and housing association sectors. He has operated at director level in a number of organisations, including interim director roles over the past five years. He has extensive company secretarial experience, and is used to directing large teams of staff, negotiating with funders, delivering efficiency savings, supporting budget-holders through the planning cycle, risk management and enabling growth and innovation. His expertise includes BRIXX modelling..

Rosemary Farrar 95Rosemary has worked in housing for over 35 years and is passionate about housing. She was Director of Finance at Southern Housing Group for five years and is currently working as at Riverside Housing as Interim Chief Finance Officer.  Rosemary specialises in change management for housing associations facing governance issues.


Rosie is an advisor to the charity and housing sectors.  She spent 10 years at the Charity Commission as Director of Policy & Effectiveness, responsible for leading on policy, corporate affairs and strategic planning. Prior to that, she served as Assistant Director (Regulation Policy) at the Housing Corporation. Rosie has in-depth experience of governance issues in a wide variety of national and local settings.

sandra-royerUntil recently and for eight years Sandra held the post of Director of Housing Management for Brent Housing Partnership, the Brent Council ALMO. In that role, she led the organisation through two inspections, achieving three star excellent prospects ratings. She also led the organisation’s consultancy team.

sarah-brownSarah has been working with Campbell Tickell as a senior associate consultant since 2004. She advises on governance, organisational design, strategic and operational planning, performance management and service improvement. She also conducts inquiries into allegations, complaints and grievances.


Steve is a consultant experienced in housing stock transfers, registration and governance matters, who was Senior Registrations Advisor at the Homes & Communities Agency until late 2013.  Prior to that Steve was Senior Adviser in the Tenant Services Authority’s and the Housing Corporation’s Stock Transfer Registration Unit. He previously worked as an auditor in local authority and health settings.


Stuart is a consultant working in communications, media and publishing. He is a former award-winning journalist and editor on a number of national and business trade publications, including Inside Housing. Stuart’s principal expertise is in the UK affordable and social housing sector where he helps organisations reach their target audiences using a variety of media. Stuart has produced a number of influential reports in partnership with politicians and housing industry bodies.


Stuart is a licensed and qualified assessor on psychometric training, who has been a consultant since 1988.  He specialises in management training and development, management assessment and testing, job evaluation and performance management. He was a Founder Member of the British Psychological Society’s Register of Competence in Occupational Testing.

Susan has a strong reputation for creating dynamic, successful and innovative businesses that deliver excellent customer service and high performance. In addition she has extensive experience of strategy and policy development, change management, service improvement and project set-up developed in G15 associations.


Tom has more than 20 years’ experience at executive level. He has a first-rate track record in developing innovative housing solutions that cross the public and private sectors and in devising models of structures and governance. He has extensive experience of managing housing under contract for local authority, health trusts and others. He brings Board experience of both public and private sectors, and most recently of an ALMO.
